Biography

Formerly known as Rose Naff, she served as the nation’s pioneer of the Children’s Health Insurance Program. Beginning with implementation of a small experimental program in a single county in Florida, Rose demonstrated the cost effectiveness of insuring previously uninsured

children through a school-based method utilizing managed care called Florida Healthy Kids. The Florida program was the model the Clinton Administration cited in moving toward a nationwide expansion of children’s coverage now known as CHIP.

Rose retired from the healthcare policy world in 2021 and operates a successful blueberry and flower farm in Monticello, Florida. She currently boasts having 7 grandchildren, 8 adult peafowl, and 4 peachicks.
