Jane Horvath
Jane Horvath is an experienced health policy analyst and policymaker. She has a deep background in Medicaid, commercial insurance markets and regulation, Medicare, and prescription drug pricing and reimbursement. She advises state governments, foundations, private and public sector payors and providers, and consumer advocacy organizations. She has testified on Capitol Hill and in many state capitols on drug cost issues.
Jane spent ten years at Merck working on public and private coverage and reimbursement policies. She has worked for the Medicaid Directors, the US Senate Finance Committee, and was a Deputy Assistant Secretary for Legislation (Health) at the US Department of Health and Human Services.
Jane stood up the Center for Drug Pricing at the National Academy for State Health Policy (NASHP) and held research positions at Johns Hopkins University and MACPAC. She is the architect of the prescription drug affordability board (PDAB) state model act while at NASHP and the statewide wholesale drug importation model act. Earlier in her career, Jane:
• Negotiated the creation of the Medicaid Drug Rebate Program and supported implementation when representing the Nation’s Medicaid Directors.
• Created the federal Vaccines for Children Program as staff to the US Senate Finance Committee.
• As an employee of Merck, she was one of the trade association’s representatives to work with federal agencies to implement Medicare Part D and again to implement/operationalize the Affordable Care Act industry excise tax and as well as required discounts in the Medicare Part D coverage gap.
