As part of his role at Kentucky’s Department for Medicaid Services, he served as staff at the University of Kentucky College of Pharmacy Institute for Pharmaceutical Outcomes and Policy. He has provided lectures on multiple topics including fee-for-service Medicaid, managed care Medicaid, the US healthcare delivery model, PBMs, and drug pricing. His lectures have had a variety of audiences but are mainly tied to PharmD and graduate students. At the intersection of his roles, he facilitated studies brought by state-university partnerships to identify interventional points in the healthcare system for Kentucky Medicaid members. These projects included expanding access to opioid use disorder treatment options and increasing the number of harm reduction syringe exchange programs in the Commonwealth. Jessin has guest lectured at Drake University and Caritas College of Pharmacy in Kerala, India.
