Ross Margulies is a healthcare attorney and Partner at the law firm Foley Hoag LLP where he focuses his practice on complex federal and state health care legal and regulatory matters with a special expertise in Medicare and Medicaid law including coverage, reimbursement, and regulatory oversight. Healthcare providers, payers, biopharmaceutical and medical device manufacturers, pharmacy benefit managers, and digital health companies rely on Ross for expert strategic counseling on legislative, regulatory and administrative processes, including novel coverage and reimbursement matters. He represents his clients before the United States Congress, the Centers for Medicare & Medicaid Services (CMS), the Health Resources and Services Agency (HRSA), and other components of the Department of Health and Human Services (HHS), the Department of Labor, and the Internal Revenue Service.

He is a co-author of the firm’s Medicaid & the Law blog, www.medicaidandthelaw.com, which highlights and explains current legal and policy issues in the Medicaid program. Ross is also an Adjunct Professor of Law at Vanderbilt University Law School where he teaches Medicare & Medicaid Law.

Prior to joining Foley Hoag in 2010, Ross served as a Research Associate at the George Washington University Milken Institute School of Public Health where he focused on healthcare legal issues involving the Medicare and Medicaid programs. He has also worked in a variety of public sector settings, including serving in the Office of the General Counsel (OGC) at the U.S. Department of Health and Human Services and at the Health Resources & Services Administration (HRSA).

Ross is an Adjunct Professor of Law at Vanderbilt University Law School where he teaches Medicare & Medicaid Law.

The South Carolina Pharmacy Association is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education. Continuing education credits will be available to participants who fully attend the program and then complete an online educational activity evaluation. A unique code given at each activity must be provided in the evaluation to receive credit. Grievances regarding the education program must be submitted in writing to the SCPhA ACPE Administrator immediately following the program.
